Building the Bureau

In 1924, President Calvin Coolidge appointed Hoover as Director of the Bureau of Investigation. He immediately set about transforming it. Under his leadership, the organization expanded its crime-fighting capabilities, instituting modernizations like a centralized fingerprint file and forensic laboratories. It was not long before the agency became the Federal Bureau of Investigation (FBI) in 1935, cementing its national authority.

The Depression era offered Hoover a chance to showcase the FBI's new power. As bank robbers like John Dillinger terrorized the Midwest, crossing state lines with impunity, Hoover pushed for federal jurisdiction. Early efforts saw embarrassing failures, including a botched raid on the Little Bohemia lodge. But Hoover learned quickly. He brought in agents like Melvin Purvis, who successfully tracked and ambushed Dillinger outside the Biograph Theater in 1934. These high-profile captures of figures like Dillinger and Machine Gun Kelly broadened the FBI's powers and established Hoover’s reputation as a relentless crime-fighter.

Yet, Hoover's methods and priorities later became a source of intense controversy. For years, he stubbornly denied the existence of organized crime, despite clear evidence, even clashing with Attorney General Robert F. Kennedy in the 1960s. He believed his agents, with their modest salaries, might be corrupted by wealthy mobsters, or simply preferred to focus on Communist subversion, his main interest during the Cold War.

After his death in 1972, the full extent of his secretive abuses of power began to emerge. Evidence surfaced of routine violations of FBI policies and laws, including illegal surveillance and wiretapping targeting political dissidents and civil rights leaders. He amassed vast amounts of information, using it to intimidate high-ranking political figures. J. Edgar Hoover led the FBI for a remarkable 48 years, shaping it into the powerful institution it became, but ultimately leaving a complex legacy marked by both significant modernization and profound ethical questions, all from his lifelong base in Washington, D.C.
