Building the Bureau
In 1924, President Calvin Coolidge appointed Hoover as Director of the Bureau of Investigation. He immediately set about transforming it. He believed his agents, with their modest salaries, might be corrupted by wealthy mobsters, or simply preferred to focus on Communist subversion, his main interest during the Cold War.
